Bloom Academy Charter School exists to provide a high quality, rigorous, and joyful educational experience to students in grades kindergarten to fifth grade. We are a new and independent school seeking to add deeply mission aligned, smart, hardworking, and emotionally intelligent people to our founding staff. We opened August 2019 with a cohort of kindergarten and first graders and now serve scholars in grades K-5.

Bloom Academy Director of Human Resources, Compliance, and Grants

Driven by our mission to ensure every child succeeds, The Director of Human Resources (HR), Compliance, and Grants is responsible for overseeing all HR, compliance, and grant functions at Bloom Academy, including recruitment, employee relations, compliance, benefits administration, state and federal compliance, and grant management. This role ensures that the school attracts, retains, and supports a high-performing staff while fostering a positive and mission-aligned workplace culture.

The Director of HR, Compliance, and Grants will have the following key responsibilities:

Talent Acquisition & Recruitment

  • Develop and implement effective recruitment strategies to attract top educators and staff.
  • Oversee the hiring process, including job postings, interviews, reference checks, and onboarding.
  • Ensure diversity, equity, and inclusion principles are embedded in hiring practices.

Employee Relations & Performance Management

  • In collaboration with the Superintendent, develop and progress monitor a strategy for maintaining a positive and inclusive school culture.
  • Handle employee relations matters, conflict resolution, and grievance procedures.
  • Design and implement performance evaluation systems to ensure staff accountability and development.
  • Provide coaching and support to school leaders in managing personnel issues.

Compensation, Benefits & Payroll

  • In collaboration with the back office, oversee payroll processing, ensuring accuracy and compliance with wage laws.
  • Administer employee benefits, including health insurance, retirement plans, and leave policies.
  • Evaluate compensation structures to ensure competitiveness within the education sector.

Compliance & Legal Affairs

  • Ensure adherence to federal, state, and local labor laws, including FMLA, ADA, and EEOC regulations.
  • Maintain personnel records and ensure compliance with confidentiality policies.
  • Oversee background checks, credential verification, and certification renewals.

Professional Development & Retention

  • Develop training programs and professional development initiatives for staff growth.
  • Support leadership development and career advancement opportunities.
  • Implement employee engagement strategies to improve retention and job satisfaction.

HR Systems & Policies

  • Maintain and update HR policies, employee handbooks, and procedures.
  • Implement HR software and data tracking systems for efficiency.
  • Analyze HR metrics to guide decision-making and continuous improvement.

Compliance & Risk Management

  • Ensure adherence to local, state, and federal regulations for charter schools.
  • Oversee compliance with health and safety regulations, employment laws, and governance policies.
  • Manage legal matters, risk assessments, and contract negotiations.

Grant Research & Application

  • Research federal, state, local, and private grant opportunities that align with the school’s strategic priorities.
  • Write compelling grant proposals, applications, and letters of intent.
  • Work with school leadership to develop funding strategies and prioritize grant applications.
  • Maintain a database of grant opportunities, deadlines, and submission requirements.

Grant Management & Compliance

  • Oversee all awarded grants to ensure funds are spent in compliance with grant guidelines.
  • Work with the finance team to track grant expenditures and ensure accurate budget reporting.
  • Ensure compliance with federal, state, and private grant requirements, including reporting deadlines and financial audits.
  • Serve as the primary point of contact for grant agencies and funders.

Required Qualifications

  • Bachelor’s degree required.
  • At least 3 years of K - 5 experience with a proven track record of results
  • Deep alignment with our school’s mission and core values.
  • A staunch belief that all students regardless of race or socio-economic status can achieve at high levels and be positive contributors to their communities.
  • A successful background check in compliance with state law.
  • Strong written and verbal communication skills.
  • Excellent communication and interpersonal skills and the ability to establish and maintain effective and collaborative working relationships with all school stakeholders.

Preferred Key Competencies, Mindsets and Abilities

  • A social justice-oriented philosophy as it relates to the achievement gap and educational advancement of disenfranchised communities.
  • Spanish proficiency is a bonus.
  • HR, compliance, and/or grant management experience preferred.
